Azerbaijan Visa Types: Tourist, Business, Transit and Other Travel Purposes
Azerbaijan has two legal visa types: entry visas and transit visas. Tourism, business and other travel purposes explain why you are visiting; they are not separate application systems. ASAN e-Visa eligibility must be assessed separately against your nationality, travel document, planned activities and length of stay.
Some visitors qualify for visa-free entry. Understanding these distinctions before applying helps you choose the right route and avoid paying for a visa you may not need.

Understanding the Different Azerbaijan Visa Types
Four terms help explain the system:
- Visa types: entry and transit.
- Entry visa categories: ordinary, service and diplomatic.
- Travel purposes: tourism, business, science and education, medical treatment, personal visits, culture and sport, humanitarian activities and labour.
- Processing options: Standard and Urgent for ASAN applications.
Diplomatic and service entry visas concern official travel; ordinary entry visas cover the other purposes listed above.

Tourist Visa: Visiting Azerbaijan for Leisure
Tourism is a recognised purpose under Azerbaijan's ordinary entry visa system.
For eligible travellers, the single-entry ASAN e-Visa provides an online route for a short tourist visit. Its single-entry, validity and stay conditions are summarised below.
Tourism includes holidays, sightseeing and leisure trips. Your application should reflect your actual plans rather than describe employment or formal study as a holiday.

Business Visa: Meetings and Professional Visits
Azerbaijan recognises business travel as a purpose for an ordinary entry visa.
Business travel may include meetings with potential partners, commercial discussions and business conferences. Scientific or educational events may fall under a different purpose of travel.
Business Visits Are Different from Employment
A company director travelling to Baku for commercial discussions has different plans from someone taking up a paid position with an Azerbaijani employer.
An ASAN e-Visa does not, by itself, authorise paid employment in Azerbaijan.
An entry visa concerns entry and temporary stay for its stated purpose. A work permit authorises paid labour where required, while a residence permit provides a basis for residence. Work-permit exemptions exist; requirements depend on the person's circumstances and activities.
Electronic issuance of a labour-purpose entry visa is a separate question from permission to work. For consultancy assignments, hands-on services or employment, discuss the relevant visa and permit requirements with the employer or host and the competent authorities.
Transit Visa: Travelling Through Azerbaijan
A transit visa is intended for travellers passing through Azerbaijan on their way to another country.
Staying Within the International Transit Area
The Migration Code separately exempts air transit without a change of aircraft. Connections involving a change of aircraft have additional conditions.
For a connecting flight, a transit-visa exemption applies if your stay in Azerbaijan does not exceed 24 hours and you remain in the designated airport area. You must hold the documents needed to enter your destination country and a ticket confirming your departure time from the airport where you change aircraft.
Separate airline bookings, baggage collection or a change of airport may require you to pass through immigration. Confirm the transfer arrangements with the airline or airport before relying on an airside connection.
Entering Azerbaijan During Transit
If your journey requires you to cross the border into Azerbaijan, you must establish whether you qualify for visa-free entry or require an appropriate visa.
Azerbaijan's separate transit visa arrangements can provide for single or double transit. The published general rules describe a validity period of up to 30 days and a permitted stay of up to five days.
A transit visa is not the same as the single-entry ASAN e-Visa.
A separate transit visa is not required if you already hold another valid Azerbaijani visa permitting entry. Your travel plans must still comply with that visa's conditions.
Other Visa Purposes in Azerbaijan
Not every journey is primarily for tourism, business or transit. Azerbaijan's ordinary entry visa classification recognises several additional purposes.
Personal and Private Visits
Travellers may visit relatives, friends or other personal contacts in Azerbaijan.
Describe the visit accurately; the relevant procedure may involve supporting information from your host.
Medical Treatment
Azerbaijan recognises medical treatment as a purpose of entry.
For a consultation or planned procedure, ask the receiving healthcare provider about the arrangements and supporting information relevant to your visit.
Science and Education
Academic conferences, research, training and study can involve different requirements. A brief academic visit differs from enrolling for an extended programme. Your host institution can help identify the visa and residence arrangements relevant to your plans.
Culture, Sport and Humanitarian Activities
Cultural events, sporting engagements and humanitarian visits are also recognised purposes within Azerbaijan's visa framework.
Your role matters: attending an event as a visitor differs from performing professionally or undertaking an organised assignment. The organiser can help clarify supporting arrangements and any separate authorisation.
Employment and Other Regulated Activities
For employment, the visa and permit distinctions above apply. Foreign media correspondents and camera operators undertaking journalistic work must obtain accreditation from Azerbaijan's Ministry of Foreign Affairs before applying through ASAN for those activities.
A purpose recognised in visa legislation is not automatically an available ASAN application option. The route must cover your actual activity.
ASAN e-Visa or Another Visa Route?

Standard and Urgent are processing options, not separate tourism or business visa categories. Choosing Urgent does not change the purpose of travel or guarantee approval.
Urgent processing operates regardless of holidays and non-working days. The Migration Code also provides for multiple-entry electronic visas. Their conditions and availability must be checked separately; the table describes the single-entry option.

Frequently Asked Questions
Is a tourist e-Visa different from a business e-Visa?
They are different travel purposes, not automatically different e-Visa products or entry allowances. Your selected purpose must match your plans.
Can I work in Azerbaijan with an e-Visa?
The e-Visa alone does not authorise paid employment. Visa, work-permit and residence requirements must be assessed separately, including any applicable exemptions.
Do I need a transit visa when changing flights in Baku?
For an airside connection involving a change of aircraft, the exemption requires a stay of no more than 24 hours, destination-entry documents and a ticket confirming departure time from that airport. You must remain in the designated area.
Can I enter Azerbaijan more than once using a single-entry e-Visa?
No. Once you have entered Azerbaijan on that e-Visa, you cannot use it to enter again, even if it has not expired.
Is a medical or educational visit covered by an e-Visa?
The purpose alone does not establish eligibility. Discuss the activity and duration with the receiving institution and, where necessary, the Azerbaijani embassy or consulate.
