Saudi citizens travelling for tourism on ordinary passports may qualify for Azerbaijan's temporary visa exemption from 15 February 2026 to 15 February 2027. The published measure allows up to three visa-free entries within one year, with stays of up to 30 days each; a valid visa is required for the fourth entry. Establish whether the exemption applies to your trip before arranging a paid e-Visa service.
Does your Saudi passport qualify for visa-free tourism?
The relevant State Migration Service notice distinguishes tourism from other purposes. A short proposed stay is not enough, by itself, to establish that another activity falls under the tourism measure. Explain what the traveller intends to do rather than choose a description simply because it produces a convenient answer about visas.
Describe what you intend to do during the visit before choosing an application service. That information helps establish whether the tourism exemption covers the trip and whether ASAN assistance is appropriate if a visa is needed.
An ordinary Saudi passport is different from Saudi residence
Read the nationality and category shown on the document intended for Azerbaijan. A residence permission or an address in Saudi Arabia is not a Saudi national passport. A party travelling together may therefore include people whose application or exemption questions require different answers.

Identify an unusual document category expressly rather than presume that the ordinary-passport measure covers it. The ASAN list and temporary notice are useful evidence for their stated scope; they do not establish the treatment of every document associated with Saudi Arabia.
How Many Visa-Free Visits Can Saudi Citizens Make?
Have the intended arrival and departure and the relevant previous entries available. The measure describes three visa-free visits, each up to 30 days. It is not a transferable family allowance, a pooled number of days or permission to extend one stay because another planned visit was cancelled.
The ASAN notice requires a valid visa for the fourth entry. If your earlier visits leave the one-year count uncertain, obtain confirmation from the competent authority using the actual entry dates. Do not assume the allowance restarts at the beginning of a calendar year.
Examine the operation dates as well. If a proposed itinerary is outside the stated period or approaches its end, establish the applicable position before relying on the exemption. A successful earlier holiday cannot prove that a dated measure has been extended for a later visit.
If a visa is genuinely required, assess ASAN separately
Saudi Arabia is included on the electronic-visa nationality list. Where a visa is needed, an ASAN application may be considered for a suitable passport and activity. That nationality eligibility is not a finding that every Saudi traveller must apply or that every non-exempt activity is covered by the electronic route.
The normal ASAN permission is single entry, with up to 30 days of stay within 90 days of validity. Read its own issued dates and limits if an application proceeds. A visa's validity window should not be added to the temporary exemption to promise a longer continuous stay or extra arrivals.
The electronic permission does not authorise paid employment. An uncertain purpose therefore needs an answer before the ordinary electronic package is chosen. The appropriate review is about whether this actual visit belongs in ASAN, not how to make every activity fit a short-stay description.
Prepare an appropriate electronic file from one passport
For a suitable application, read names, nationality, number and dates from the passport intended for Azerbaijan. Prepare a readable identification-page attachment and inspect the saved version. ASAN warns that an unreadable photo-page copy leads to rejection, so check the final image for clear text and photograph.
For multiple citizenship, nationality selection must correspond to the travel document. ASAN regards the e-Visa as invalid when the application document differs from the one used for travel. Resolve a planned renewal or change of passport before filing rather than assume an issued permission transfers automatically.
For an ASAN application, the passport must remain valid for at least three months after the e-Visa expires. Confirm the passport advice for a visa-free visit separately. Have the requested arrival, accommodation and contact information ready, including an email address that will be monitored for the result.
